For the auto industry, the 'big wins’ in the budget are centered around making EV batteries cheaper and mandating a shift toward Compressed Bio-Gas (CBG).

Key Highlights:

The Finance Minister, Nirmala Sitharaman, introduced several structural changes. Below is a summary of the most impactful announcements:

Feature

Policy Change

Impact on Consumers & Industry

EV Battery Costs

Duty-free import of 35 capital goods and critical minerals (Lithium, Cobalt, Copper).

Expected to reduce battery manufacturing costs by 5-10%.

CNG / PNG Fuel

Mandatory phased CBG blending (1% in 2026, reaching 5% by 2029).

Cleaner fuel and lower excise duty on the biogas portion.

Public Transport

Provision of 4,000 e-buses for Eastern India (Purvodaya).

Major boost for commercial EV manufacturers like Tata Motors and JBM.

Accident Claims

Tax & TDS exemption on interest from Motor Accident Claims (MACT).

Higher "in-hand" compensation for accident victims.

BCD exemption on 25+ minerals like Lithium-ion scrap and Cobalt powder.

Secures raw materials for domestic cell manufacturing.

1. Making EVs More Affordable: The Battery Breakthrough

The most significant barrier to EV adoption in India has been the high cost of batteries, which can account for up to 40% of a vehicle's price.

  • Customs Duty Slashes: By removing the Basic Customs Duty (BCD) on 12 more critical minerals (bringing the total to nearly 40), the government is effectively lowering the cost of ‘Make in India’ batteries.

  • Manufacturing Support: Adding 35 capital goods to the exempted list helps domestic companies set up ‘Gigafactories’ with lower capital expenditure.

2. The Rise of Bio-CNG (Compressed Bio-Gas)

The budget mandates a CBG Blending Obligation (CBO). This is a game-changer for the CNG car segment (Maruti Suzuki, Hyundai, Tata).

  • The Mandate: Starting with 1% blending in FY 2025-26, the requirement will gradually increase to 5% by 2028-29.

  • Fiscal Benefit: The government has excluded the value of the biogas portion from Central Excise Duty, making blended CNG more price-competitive against traditional petrol and diesel.

3. Relief for Road Accident Victims

In a compassionate move, the Budget 2026 simplified the tax treatment for Motor Accident Claims Tribunal (MACT) awards.

  • Income Tax Exemption: Previously, interest earned on compensation awards was subject to tax. Now, it is 100% exempt from Income Tax for natural persons.
  • No More TDS: Tax Deducted at Source (TDS) on this interest has been abolished, ensuring that families in distress receive their full legal compensation immediately.

4. Infrastructure: The PM E-Drive Ecosystem

While the budget didn't focus heavily on new subsidies, it doubled down on infrastructure:

  • Payment Security Mechanism: This ensures that e-bus manufacturers are paid on time by State Transport Undertakings, encouraging more companies to bid for public transport tenders.

  • Charging Network: Continued support for the PM E-Drive scheme aims to install thousands of fast chargers along national highways and in Tier-2/3 cities.

Carbike360 Says

To give you an honest take, the Union Budget 2026 is less of a ‘crowd-pleaser’ and more of a ‘foundation-builder.’ It isn't handing out cash discounts to car buyers today, but it is aggressively trying to fix the supply chain so that vehicles are cheaper and cleaner by 2027–2028.
