Delhi’s new EV two-wheeler policy: Incentives announced, full electric shift by 2028
The Delhi government has proposed a new EV policy targeting two-wheelers with financial incentives and a bold 2028 timeline for full electric registration.

The Delhi government has released its draft Electric Vehicle Policy 2026–2030 for public feedback. The policy combines direct financial incentives with a clear mandate for electric two-wheelers. From 1 April 2028, only electric two-wheelers will be allowed for new registration in Delhi. This move aims to accelerate the shift away from internal combustion engine (ICE) two-wheelers in the city.

Key Incentives and Subsidy Structure
Electric two-wheelers with an ex-factory price up to Rs. 2.25 lakh will qualify for purchase incentives. In the first year after notification, buyers can receive Rs. 10,000 per kWh, capped at Rs. 30,000 per vehicle. In the second year, the incentive drops to Rs. 6,600 per kWh, with a maximum of Rs. 20,000. By the third year, the amount falls to Rs. 3,300 per kWh, capped at Rs. 10,000. This step-down approach encourages early adoption and reflects the expectation that the market will need less support as volumes increase.
The draft also includes a scrapping incentive. Buyers who scrap a Delhi-registered BS-IV or older two-wheeler and purchase a new electric two-wheeler within six months of receiving a Certificate of Deposit from an authorised scrapping facility can get Rs. 10,000. While this amount is modest, it provides an extra push for owners of older petrol two-wheelers considering a switch.
Registration and Tax Exemptions
The draft policy continues the 100 percent exemption from road tax and registration fees for electric vehicles registered in Delhi during the policy period. This applies as long as the vehicle meets the policy’s conditions. The combination of lower acquisition costs, a scrappage bonus, and tax-free registration aims to make electric two-wheelers more attractive to buyers.
From 1 April 2028, only electric two-wheelers will be permitted for new registration in the National Capital Territory. This deadline is expected to influence planning for manufacturers, dealers, and buyers. The draft positions electric two-wheelers as the default choice for new registrations in Delhi.
OEM and Infrastructure Requirements
Original equipment manufacturers (OEMs) in Delhi must ensure a steady supply of electric two-wheelers during the policy period. Each OEM dealer will need to install at least one public EV charging station with a minimum of three charging points for two- and three-wheelers. The government also urges OEMs to stabilise EV costs to improve affordability for Delhi residents.
Delhi Transco Limited will play a central role in planning, coordinating, deploying, and monitoring public charging and battery swapping infrastructure. The draft proposes a single-window clearance system and a digital portal for approvals, onboarding, and reporting, aiming to streamline infrastructure development.
