India is considering increasing ethanol blending in petrol to reduce import dependence, especially as energy supply faces disruption due to the West Asia crisis. The government’s ethanol blended petrol (EBP) programme has already saved the country 4.5 crore barrels of crude oil annually, reducing foreign exchange outflow by about Rs 1.65 lakh crore.

Impact on Existing Vehicles

Most passenger vehicles manufactured between 2012 and March 2023 are E10 compliant, meaning they are designed for petrol with 10 percent ethanol. Vehicles produced from April 2023 onwards are E20 material compliant, able to handle up to 20 percent ethanol-blended petrol. From April 2025, all new vehicles sold will be fully E20 compliant.

However, concerns remain about the effect of higher ethanol blends on older vehicles. Vehicles designed for E10 and calibrated for E20 may see a 1 to 2 percent drop in mileage. This performance impact is expected to be more pronounced in vehicles manufactured before April 2023, which may not be fully compatible with E20 blend lubricants.

Policy and Industry Recommendations

The government’s push for higher ethanol blending aligns with India’s energy security goals. However, experts stress the need for policy support and technology upgrades to avoid negative effects on consumers. The Niti Aayog report noted that the automobile industry group Siam has suggested tax incentives for E10 and E20 fuels to offset the drop in fuel efficiency. So far, the government has not provided such incentives.

In the past week, both the power and petroleum ministries have signaled plans to increase ethanol blending. During a recent consultation on new fuel efficiency norms, the power ministry urged vehicle manufacturers to prepare for higher ethanol blends. Sujata Sharma, a joint secretary in the petroleum ministry, stated that the idea of higher ethanol blending is gaining momentum, and stakeholder consultations are ongoing.

International Examples and Future Steps

Industry experts point to Brazil as a model, where fuel stations offer separate dispensers for E20 and higher ethanol blends. This gives vehicle owners more choice and helps address compatibility issues. Experts also recommend promoting flex-fuel vehicles, which can run on up to 100 percent ethanol, as a long-term solution.

Moving beyond E20 will require upgrades in vehicle technology and supportive policy measures. Addressing these challenges is essential to ensure a smooth transition for vehicle owners and to maintain the benefits of reduced crude oil imports.
