Stricter Enforcement of PUC Rule
The Delhi government reiterated on April 22 that vehicles without a valid PUC certificate would not receive fuel. This policy, first introduced in October 2025, has seen stricter implementation since April 2026. Chief Minister Rekha Gupta called for intensified enforcement to ensure compliance and reduce vehicular emissions.
Data accessed by PTI shows that from April 26 to April 29, fuel stations turned away 15,678 vehicles lacking valid PUC certificates. The breakdown is as follows: 3,525 vehicles on April 26, 4,012 on April 27, 4,235 on April 28, and 3,906 on April 29. These figures come from nine depots in Delhi and one in Noida.
Legal Requirements and Policy Impact
Under Rule 115 (sub-rule 7) of the Central Motor Vehicles Rules, 1989, every vehicle must carry a valid PUC certificate after one year of registration. Vehicle owners must produce this certificate on demand. Despite the rule's existence, a significant number of vehicles have continued to operate without valid certification.
Officials state that the recent enforcement aligns with government efforts to control air pollution. The denial of fuel to non-compliant vehicles is intended to ensure that only vehicles meeting emission standards remain on the road. Authorities believe that strict adherence to the "no PUC, no fuel" policy will help reduce pollution levels in Delhi.
