In a bid to generate revenue for infrastructure development and maintenance, the Indian government is set to monetize approximately 26,700 km of road assets. The focus will be on highways with four or more lanes, excluding certain sections that are operated by the private sectors. While this move is aimed at supporting the country's infrastructure, it comes with a potential downside for road users – an increase in toll charges.
The Rising Trend of Pay-and-Ride
The concept of pay-and-ride on Indian roads has been gaining momentum, exemplified by the recent inauguration of the Atal Setu, also known as the Mumbai Trans Harbour Link. This 22-km bridge connecting Mumbai to Navi Mumbai imposes a toll of ₹250 for a one-way journey. This development signifies a broader trend in the country, where toll charges are becoming a significant source of revenue.
Highway Toll Revenues on the Upward Trajectory
The bulk of India's road toll revenues mostly come from national highways. The figures have seen a substantial increase from ₹17,759 crore in the fiscal year 2015-16 to ₹48,028 crore in 2022-23. Union Minister for Road Transport, Nitin Gadkari, has revealed that the government has ambitious plans for the sector, aiming for revenues of ₹1.3 trillion by 2030. This target reflects an average annual growth rate of 15%, showcasing the government's commitment to developing and maintaining robust road infrastructure.
