Hyundai Motor Group has signed an agreement with multiple partners to develop a hydrogen ecosystem in Hong Kong by 2030, including landfill gas-based hydrogen production, refuelling infrastructure, and deployment of hydrogen-powered commercial vehicles.

Hyundai Motor Group has signed a multi-party agreement to develop a hydrogen ecosystem in Hong Kong by 2030. The agreement covers landfill gas-based hydrogen production, refuelling infrastructure, and fuel-cell bus deployment. The memorandum of understanding (MoU) was announced during the International Hydrogen Development Symposium 2026 in Hong Kong. This follows an intergovernmental agreement between Korea and Hong Kong on hydrogen policy cooperation.

Hydrogen Production and Infrastructure Plans
Hyundai plans to introduce a waste-to-hydrogen (W2H) model in Hong Kong. This model will use landfill gas to produce low-carbon hydrogen locally. The project aims to reduce reliance on imported energy and address limited renewable energy generation in the city. Hydrogen is seen as a potential alternative fuel source under Hong Kong’s Climate Action Plan 2050.
The initiative includes building hydrogen refuelling stations and deploying hydrogen-powered commercial vehicles. These vehicles will include airport shuttles and tour buses. The project will involve 10 companies across the hydrogen value chain. Hyundai Motor Company will lead the project. Hyundai Engineering & Construction and JEA ENG will support hydrogen production and refuelling infrastructure development.
Project Partners and Timeline
Other partners in the project are The Hong Kong and China Gas Company, Veolia Hong Kong Holding, Jiangsu Guofu Hydrogen Energy Equipment, and Chun Wo Bus Services. Fuel cell systems for commercial vehicles will be supplied through HTWO Guangzhou, Hyundai’s overseas fuel-cell production facility in China.
The first phase of the project will focus on establishing waste-to-hydrogen facilities and initial hydrogen refuelling infrastructure. The broader hydrogen ecosystem is targeted to become operational by the end of 2030. Site confirmation is expected by 2027, after which facility design work will begin.
Commitment to Hydrogen Policies
Seung Kyu Shin, executive vice president and head of energy and hydrogen policy at Hyundai Motor Group, stated that the MoU demonstrates Hyundai’s commitment to advancing Hong Kong’s hydrogen policies. The company aims to accelerate the development of the hydrogen ecosystem in the region.
