Vietnamese EV leader VinFast signs MOU for $500M investment in Tamil Nadu's Thoothukudi facility, targeting electric buses and e-scooters.

VinFast, the Vietnamese electric vehicle pioneer, has signed a pivotal Memorandum of Understanding (MOU) with the Tamil Nadu government, committing $500 million to expand its Thoothukudi facility. This second phase of a $2 billion investment allocates 200 hectares of adjacent land in the SIPCOT Industrial Park for dedicated production lines targeting electric buses and e-scooters. The move broadens VinFast's portfolio beyond cars, aligning with India's surging demand for sustainable public and personal transport solutions.
The expansion includes manufacturing, assembly, testing, and charging infrastructure, supported by state incentives like streamlined permits, utilities, and exemptions. VinFast's existing 160-hectare plant already produces 50,000 electric vehicles annually, scaling to 150,000 units soon. This development positions Tamil Nadu as a global EV export hub, fostering supply chain localization and job creation in southern India.
VinFast’s $500 million infusion targets workshops for electric buses and e-scooters, addressing urban mobility needs amid India's push for electrification. The Thoothukudi site benefits from port proximity, skilled labor, and infrastructure, enabling exports to South Asia, the Middle East, and Africa. Pham Sanh Chau, VinFast Asia CEO, emphasized meeting diverse customer demands while advancing green goals.
Tamil Nadu Industries Minister Dr. T.R.B. Rajaa hailed the project for boosting the state's clean-transport strategy and creating industrial clusters. The government ensures power, water, roads, and waste management connectivity. This builds on VinFast's rapid progress since breaking ground in 2024, now enhancing its EV ecosystem with distribution, charging, and recycling.

The initiative promises thousands of direct and indirect jobs, skill development, and supplier ecosystems in Thoothukudi. VinFast's dealer network stands at 24, targeting 35 by year-end, supporting nationwide rollout. Localization efforts will reduce costs and integrate Indian firms, strengthening the regional economy.

Speaking about the investment, Mr. Pham Sanh Chau, VinFast Asia CEO, stated, “The proposed expansion of the Tamil Nadu plant will enable us to broaden our product lineup in India, from electric cars to electric buses and e-scooters, allowing us to meet a wider range of customers' needs.”
He also added, “We also expect this initiative to create new job opportunities, advance localization, and strengthen the skills of the local workforce. VinFast believes that Tamil Nadu will continue to serve as a strategic hub in our global expansion journey and will play an important role in supporting India’s green mobility goals in the years ahead.”
By diversifying into buses and two-wheelers, VinFast taps India's two-wheeler dominance and public transport electrification mandates. This expansion reinforces its commitment to innovation and sustainability, potentially accelerating EV adoption across urban and rural landscapes.
