VinFast, the Vietnamese electric vehicle pioneer, has signed a pivotal Memorandum of Understanding (MOU) with the Tamil Nadu government, committing $500 million to expand its Thoothukudi facility. This second phase of a $2 billion investment allocates 200 hectares of adjacent land in the SIPCOT Industrial Park for dedicated production lines targeting electric buses and e-scooters. The move broadens VinFast's portfolio beyond cars, aligning with India's surging demand for sustainable public and personal transport solutions.
The expansion includes manufacturing, assembly, testing, and charging infrastructure, supported by state incentives like streamlined permits, utilities, and exemptions. VinFast's existing 160-hectare plant already produces 50,000 electric vehicles annually, scaling to 150,000 units soon. This development positions Tamil Nadu as a global EV export hub, fostering supply chain localization and job creation in southern India.

VinFast’s $500 million infusion targets workshops for electric buses and e-scooters, addressing urban mobility needs amid India's push for electrification. Tamil Nadu Industries Minister Dr. T.R.B. Rajaa hailed the project for boosting the state's clean-transport strategy and creating industrial clusters. The government ensures power, water, roads, and waste management connectivity. This builds on VinFast's rapid progress since breaking ground in 2024, now enhancing its EV ecosystem with distribution, charging, and recycling.

The initiative promises thousands of direct and indirect jobs, skill development, and supplier ecosystems in Thoothukudi. VinFast's dealer network stands at 24, targeting 35 by year-end, supporting nationwide rollout. Localization efforts will reduce costs and integrate Indian firms, strengthening the regional economy.
